If the water is clean enough for the fish, it won't hurt the cat. My two cats drank from the goldfish bowl and one of them lived to be 19 and the other 21. However, you should also provide another clean drinking water source.

There are probably a lot of germs in the goldfish bowl. I would try to put it somewhere that the cat cannot get it.

For the cat: As long as any water additives that you use do not say harmful to pets on the label.
For the fish: As long as they dive deep while kitty is lapping up their environment.

Fish secrete a lot of ammonia in their waste. I don't think this can be good for your cat.
