now your talking about a little bit of a sticky situation here.
If you think he is a glue sniffer you should ask him. hey, i know this guy that wants to sniff glue to get a buzz & was wondering what's the best glue? i thought you might know... what's that glue you use for gluing stuff ? does that stuff get to you?
or when you suspect him what... you look like you been sniffing glue or something....
ask him if he has any glue that you can borrow & sniff it.... if its strong ask him wow thats strong you could get high off that.... did you ever get high off this stuff?
try & get him to talk about glue & see what comes of it
if you still suspect it talk to some other of the people that know him & off to the side "do you know if he sniffs glue?" sometimes he looks a little pasted...
if you feel you have enough evidence that he is stuck on the big G
you should have an intervention with all of his close friends & family that stick together.
this way you won't look like the bad guy
hope this helps

Now on to the question at hand no i dont belive it is illegal to sniff glue in the safty of your own home. Anyway please let us know what makes you assume that hes sniffing glue and not coke or shooting up or something more common that dosnt give you a headache cause me personally i cant stand the smell of glue i dont see how anyone could actually get high off of it although I did almost pass out one time when i was scrubbing the floor with really hot water that had pine sol in it when the steam went in my face while i was breathing

Who are you, the Secret Police? How is it any of your business what your neighbor does in the privacy of his own home? Is this even against the law? Don't get me wrong, I'm completely anti-drug but this just isn't your problem. Our country is over-regulated as it is and far from the "free" place it's cracked up to be. What hope is there when neighbors start spying and turning one another in?
You'll be a lot happier if you confine your "helpfulness" to your direct sphere of influence. If that sphere is pretty lonely, then go out today and get a volunteer job.

Unfortunately these other answerers cant see where your coming from with calling you a snitch etc.
I take it your asking this question because number one you have concern for their welfare, number two their circumstances maybe like they are a parent and are doing it around children or whilst caring for children and number three because its against the law.
If the neighbours single with no children I would be trying to get solid evidence maybe like if the neighbour goes out and has their garbage cans on the kerb get a picture of their bins containing glue containers or whatever they use to do the sniffing like a plastic bag etc. Then I would be ringing the police and informing them.
If the neighbour has children they are doing this around I would be dobbing their *ss right in.
Good Luck

Imagine if your neighbor suspects you of being a drug dealer and turns you in !
Make sure you have proof before you call police.
Otherwise, you can have a defamation lawsuit on your hands.
Plus a neighbor who at very turn will make your living there unpleasant.

I'm not sure what you would turn him in on. Glue is legal to buy and possess. Unless you have video footage of him sniffing glue, the police wouldn't be able to do anything (and I'm not sure they could do anything even if you did).

Yes, if there is evidence. And to all of you that says to leave him alone because he's not harming anyone, can you say the same if he:
- turns on a gas oven and doesn't light it
- drove anywhere
- "thought" the blade of a knife was pretty
and shiny
-wanted to get together with the neighbors
children for arts n crafts
-etc....COM'ON!!!

You have to prove it first. Buy him a model kit and some glue. If the glue is gone and the model is not built, you'll have your proof.

Didn't think people did that, wow!!!! Don't think it's illegal though, if anything I think he should take the glue company to court for not putting a warning.
