The built in Disk Defragmenter program may help. But is also possible that the machine is being weighed down by unneeded services, spyware, virii etc.
Windows ME was also in my opinion the worst version of windows microsoft ever foisted upon the public. Whether ME or XP, it's a sad fact that windows machines tend to bog down and slow as time goes on, and the registry gets fulll of junked keys. The only way I know to really clean this out is unfortunately to backup your data, and do a clean install from your install media.
This of course means going back and reinstalling your applications, which is certainly a pain, but sometimes is the only answer to the problem of older machines that have been heavily used, and now seem much slower than they did originally.

I think the problem arises from the fact that NTFS, which is probably the current format of the hard drive in the machine, was orginally said or thought to be free of fragementation problems. I think I even remember them extolling NTFS as the perfect partition because it was said to be immune from these types of problems. NTFS does allow for the support of 64 bit file systems and allowed for the large partitions that were unfortunately impossible with FAT partions. The only program I've used in the past for this purpose is a product by Diskeeper. I'm sure there are more options available but none that I can recommend personally.

If it's running REAL slow, its probably not cause it needs a defrag, It's probably slow because of spyware. Search Yahoo Answers for "spyware" you'll find some useful links for Ad-aware and SpyBot.
Check for viruses too, and make sure you have at least 1gig free disk space for windows swap files.

To start the Disk Defragmenter tool in Windows ME, use the following steps:
1. Click Start, point to Programs, point to Accessories, point to System Tools, and then click Disk Defragmenter.
2. Click the drive you want to defragment, click OK, and then click Yes.

She can run the de-fragging program... I run ME and it let's me defrag all the time... You can contact me for details... But do you know how to get to the de-frag program already on your computer? That may also not be all you need to do...

yes she can de-frag.
You can use the built in Windows defrag, or buy a commercial grade defragger (Nortorn Systemworks, Raxco Perfect Disk, Disk Keeper)
I believe you can also get Disk Keeper Lite for free. (used to be able to )

1. )norton's 2006 anti-virus $69
2. )spyware doctor $20
then do the steps like clean disk and sefrag
