They are both correct, but "I have seen you" seems to elevate the object, while "I saw you" elevates the subject.

both are because you have the helping very with the "seen" in the past progressive tense and saw is the present tense by itself

Two is better, but if you change One to "I've seen you before" then they'll both be equal!
