You are the owner of the vehicle and the insurance follows the vehicle. Things like collison coverage with deductible and comprehensive for things like vehicle theft and glass breakage.
Once you get your license you can get insurance coverage for you, the driver, it's called liability and uninsured motorist if someone hits your vehicle that doesn't have insurance.

No legitimate insurance company would give you insurance without a license. The rates are determined by your driving record. If you lie to them then you will waste your money because they won't pay when they find out.
