What should I do with a guy who itemizes everything he says he does for me and the amount he says he spends because he says he needs someone more passionate?

if he's keeping score, he's making an investment and expects a return, he doesn't see you as a person so much as financial endeavor

Simple. He is very insecure. He is trying to prove to himself that he and his efforts justify what he calls a passionate response from you. Go find someone more emotionally mature.
