maybe he's still shocked with the fact that he's hanging out with you, probably he's afraid that a kiss will lead to something else like sex, and then the relation will turn into only sex, and he would feel empty on the inside, so maybe he want's to expent more time getting to know you, before he quits being shy

well how long have yall been going out?if its a knew relationship maybe he wants to take it slow but if yall have been together awhile and he does that well you got a promblem.either you have bad breath or he is not interested in you anymore.
