you can open it using a normal web page editor or creator like frontpage, dreamweaver etc.

However, to execute that page, it must actually reside on a computer / server with frontpage extensions installed on it.

This file can be any kind of application that runs on a server like a Forum or a Database of some kind. Put the full file name in Yahoo search engine to discover more about it.

ASP aka Active Server Page - is a webpage. If you right click it on internet explorer, you "may" be able to open it. if that doesn't work, then you may need to have it on the web server to view it.
