For the same reason there's a butter knife. Why isn't there a mayonnaise knife?

chicken is traditionally eaten with the fingers
and we have chicken fingers
steak comes in bigger solid pieces the meat is far tougher ,with stronger fiber.
and originally people put the steak in their mouth and then cut it of at the lips
i guess too many drunk people cut of their lips .
so now we cut it on the plate and stick little bits into our mouth ,with a fork and a serrated sharp steak knife

i think chinken is not as hard to cut as steak is. you con use your fork to cut it.
