If he's a gamer than a gamer he will be for life. You can't change that. You can tell him that you would like to be with him more often, or go out more often or whatever. You can't just say "all you do is play video games!" or "Stop playing that shi*".
Have things planned, stuff to go out and do. Don't just say stop playing that video game, then just sit there when he turns it off. "Turn that off, we're going for a drink with bob and suzy!".

Obviously, he prefers a fantasy world far more that the real world inhabited by you and the kids. It is also obvious that you have no respect for him what so ever, or any other men, hahaha, for you state he has the mentality of a 9 year old. He is unhappily meeting his obligations and coping with the situation as best as he can and escaping to the PS2 to prevent seeking escape to a happier place in more concrete ways.
I would really worry if he stops playing at home every night with the PS2 and starts working late or finding reasons to stay away from home for long periods, because he may tire of fantasy games and seek some real adventure.
Are you a harpy? Do you have a man's haircut, because your such a busy mom? Do you correct him in front of friends and belittle him whenever possible? Are you fatter than he is? Are you worried about him because of the PS2 or yourself?
If the answer to 3 or more of those questions is yes, seek the answer to your problem in the mirror and in your own heart, for you are the reason and cause of the behavior. Move quickly before you become the SINGLE mother of four children.

I dunno, video games are today as much a part of our adult experience as anything else. I see myself playing video games long into my retirement. In addition to just the fun aspect of it, I remember playing video games with my dad. Part of it for him was as a medium to interact with his children, which even though it was through a game, was to me important. He wasn't just the guy who ate with us at dinner and slept in mom's bed and occasionally yelled at us. It worked to preserve our relationship, and we keep interacting, even though I'm older now and have moved on to more complex games. Discussing "adult things" (by which I suppose you mean politics, philosophy, and sports) is something that he got enough of at work, I know I do, but he and I still discuss stuff when I'm around. Backgammon and chess are simply boring compared to the much more complex and interactive video games. And lastly, I don't see the problem in his not going drinking with buddies every night; most women would rather their man did stay home more, and you're complaining that he doesn't go out enough!
So, in short, I don't think there's a problem with what he's doing.

Talk to him about how you feel - let him know that you would like to spend time with the adult him sometimes. It's fine for him to like video games, but he also needs to incorporate adult things into his schedule.
Just explain to him that he's overdoing th video games and you would like him to make more of an effort to go out and play with you - nights on the town, drinks with friends, etc.

After 21 years maybe theres not really to much to talk about. Maybe try getting involved with the games you might like em. Also try to do stuff you use to do before the PS2 came out.
