Be brave and try to get to know her. Girl likes to flirt with guys who she likes. So, she will usually stares at the guys and waitsg for guys to have a first move on her.
If you like her and don't talk to her, then you will lose a good chance to meet her.
I like to go to pubs or disco and will stare to the guys who I like and hopefully the guys will come over and buy me a drink and have a small talk. And if things go well, then we can have more fun together.

you gotta talk to her. if she doesn't run away- throw in some flirting.
you'll start to see where you stand- don't get too complimentary or agressive- you don't wanna scare her off
