My twin is crosseyed

sometimes surgery and sometimes it corrects itself

Frankly, it doesn't look ugly at all to me. I've known some crosseyed people, all of them had wonderful personalities. I'm sure it's not connected though :) But when I interact with a person, it doesn't matter if he/she is crosseyed or not. I don't think you need to do anything about it.

being cross eyed isn't ugly but, to some people it may make it hard to have eye contact when thier having a conversation w/a crossed eyed person.Sometimes an eye dotor can help w/the correction of a crossed eye w/ certain strengh glasses and then another option that may be neccessary is sugery.

You know there is surgery to take care of it. My son had it. It only took 1 1/2 hours. Not even that long. It affected the way he saw. His vision accually improved afterwards. So for your sisters health talk to your parents about taking her to an opthomologist.They do this surgery every day.
