I would recommend going to a veterinarian and having the dog put under to do the dental work. I am a vet tech and we do this procedure all the time. If the dog is awake....it will be too stressful due to the sound of the ultra sonic machine vets use.

If you have started and kept it up at home, you can keep a dog's teeth clean yourself. Many places sell the equipment you can use at home. If you're saying that your dog has never had its teeth cleaned, you might want to take the chance and have the vet do it once under anesthesia, then keep it going on your own. It is a bit risky to anesthetize older dogs, but 11 is not really ancient for a chihuahua, so it might be worth it once. Talk to your vet about your options.

Does he allow people to touch his mouth??? Has he ever had them cleaned before? I would go for the going under unless he really doesn't mind his mouth touched. I know it is more expensive but I think it is less stressful for the dog.

there is the chance that your dog will not wake up from the anesthetic so you take that risk every time
