due to labs having floppy ears they get allot of moister in their another thing is that with him having the skin problems it probably indicates he has allergies their is a couple things you can try
cleanse the ear with a 50/50 mix of white vinegar and water The vinegar acts to break down the wax in the ear, and creates a pH in the ear which prohibits the growth of bacteria and yeast. If the dog already has the infection keep him on the oral anti biotics and use Ear Relief by Veterinarian's Best retailing for $13.99 at petsmart.com but if he does not have a infection right now use the vinegar regularly to prevent any from coming it worked really well in my dogs due to our climate and the fact that they love the water all of my dogs have gotten infections from time to time until i started using the vinger treatment it keeps them at bay I may only get one infection every now and then and mostly because i slack off on cleaning their ears out we have a border collie a sheltie a springer spaniel a Pekingese and a German Shepard any way good luck hope this helps . Have an allergy screening done. For some reason, most vets do not seem to recommend this, but if you are having regular skin and ear problems, food allergies are one of the first things I'd check. Fish oil could help, yes (we use one called 3V caps), but if he's allergic to chicken or corn or something common, it'll take forever to figure it out by trial and error.
If you're feeding grocery store food, sometimes just jumping up to a higher quality food can make a huge difference. While there are many things to look for in an ingredient list, look for a decent meat source to be at least two of the first five ingredients on the dog food bag.

the issue could be associated with the type of ears that labs have they flop over restricting air flow some dogs have been cured of cronic ear problems simple by tying their eaars up for a few hours a day other by a simple cleaning of the ears on a daily basis with a cotton ball and over the counter dog ear drops. ask your veterinarian about the proper procedure for cleaning a dogs ears. Also consult with a different veterinarian(one who specialises in Dogs) your vetererinarian may specialise in another species, or area and not know enough about Dogs or ear problems to be a good match for you.

Do you clean the inside of his ears regularily? Use Q-tips and peroxide to clean them 2-3 times a week. There are also products you can use to help keep the ears dry. I have used Dermapet which adjusts PH as well.

Cronic ear infections and skin problems can be caused by their vaccinations.
One of mine was having cronic ear infections all of her life. They started as one a yr. As time went by they became cronic. She had an ear infection everytime I turned around. I stopped all of her vaccines 3 yrs ago. She is now 8 yrs old and has not had an ear infection in over a year.
Look at what Wisconsin University is saying in their weblinks....
