I guess usually when you say "I am in love", you are talking about THE love. But when you say "I love" it could be more general. For example, someone would say "I love my sister", but people usually don't say "I am in love with my sister".
Also, when you say "I love her", you are playing a more active and controlled role, than when you say "I am in love with her" as if you don't have the control on your feeling, that could be because it is too strong, or you are too weak.

To love someone... straightforward.
To be/fall in love: that inicial phase, crazy passion, when all your senses go nuts. Euphoria. Is isn't love yet.

i love her means u truley mean it and u went through the first phase the 1st phase is when u r in love wit her the 2nd phase is when u love her and u say i love her u get it

the first one is that you are definately love her you know it already.
the second one means that you like her but you dont' exactly love love her yet.
