West Virginia.
They ceded from VA in June of 1863. While the people were not necessarily sympathetic to the Union cause, the leaders did keep W Va from being raped by carpetbaggers during Reconstruction.

States were already in the union, though WV did break away in mid-war. As far as the army though, there were both union & confederated brigates from border states, so that didn't change regardless of the state being in the union or not.
