Mayo is very fattening. Being given more fat means you'll have more health issues. Having more health issues means you have to see the doctors more often. Seeing the doctors more often means they make big bling bling.

Poeple use mayonaise to spread all over their bread, so if they want to cover both sides of the bread ( top piece and bottom piece, as in a sandwich) They would need alot of mayonaise. When you use ketchup with French Frys, you tend to use a little because most people only put ketchup on the French Fry's end.
Therefore, you would need more mayonaise than ketcuhp, which explains the bigger packets.

I think they need to make larger ketchup packets (like the size of 4 small ones). Everytime I get fastfood, I end up using like 10 ketchup packets. It's crazy.

Mayo by nature has a lot of volume to it by weight. The process of making this condiment (wich was invented by a cook on a battleship in the 1700's) is by whipping air into the eggs and/or oil that gives it it's fluffiness. More fluffiness, bigger packets....

You need them to cover your sandwich. Most people dip their french fry than cover the whole thing unlike a sandwich.

I think it has to do with serving size...a serving size of mayo is bigger than ketchup....maybe???

because the goverment knows most people like ketchup so they make them smaller so you have to buy more!
