This is like asking Why are there so many different kinds of flowers, there is no one answer for this question. Sometimes the mother makes poor or uneducated choices during pregnancy or isn't aware of being pregnant; poor neutrition, smoking, drugs, exposure to certain drugs and chemicals will negatively affect the developing baby. Generally in this situation there is damage to the tissues of the developing baby stopping things from proceeding normally.
Sometimes, genetics affect the embreo in the same way identical twins develop. Genetics are the "roadmap" that tells the cells what to be and where to go. Sometimes genetics tells the egg to seperate making two identical babys, but sometimes there are flaws in the "roadmap" and things don't develop or don't develop properly.
Sometimes there is no reason at all for the disability. It's a sad start to life but good parents will help the child to make the most of their situatin and lead a productive life.

babies can be born with hereditary disabilities, then, women who do things while they are pregnant, that is bad for their health as well as the unborn baby, can sometimes have a baby with disabilities.
Certain medications that were being used before or during a pregnancy can sometimes have a negative affect on an unborn child and cause disabilities that are not known until the child gets older.

I wish I knew the answer, but the one thing I do know is that children or people with disabilities tend to be some of the best people to be around, because they have no prejudices. Good question hopefully you'll get some good answers.

some kids are born disabled because the parent is drinking while she is pregnant. Other people are born disabled from genetically transmitted diseases.

don't quote me on this but, disabilities are generally passed through genetics or improper pregnancy treatment. eg... drinking alcohol, getting beat up, poor nutrition, contact with a serious virus. the only disease there is no cause or cure for (again, don't quote me) is autism.

Sometimes due to the mom doing drugs during pregnancy. It can also happen if she gets hit in the belly while pregnant. Other times, it just happens for no apparent reason...something just goes wrong while he/she is developing.
