Sometimes it can be due improper proliferation (dividing of cells) in the brain during the embryonic stages. Think about an embryo that only has a few cells. These cells must divide many times in the right place and aquire the right function to work properly. Quite often when the cells do not divide or diferentiate properly it affects an essential organ and the effects can be lethal. Sometimes the effects are not lethal and the cells are desginated to the brain area. This can cause mental retardation. Alcohol and drugs during preganancy can have an effect.

mental retardation has many causes - some genetic ( downs syndrome) some from brain damage from a difficult birth. if the baby is deprived of oxygen, there will be brain damage. there are different levels of mental retardation - trainable, educable, etc.

There is no answer to that IT could be anyhting from what the mother did or didn't do while pregant,family history, or the will of a higher being. What matters is finding a way to deal with and and lead a life full of joy.
