I have an answer to consider. your question is very good and of deep importance.
There is something us humans possess called conscious choice or free will and it is a gift given from God for our purpose here on earth. No another form of life as far as we know truly possess this attribute and it sets us apart from the animal/ non-human world.
Governments are evil because the people operating them choose to do evil and because people choose to be bullied by or apathetic towards their government and country. People choose to have these things happen. Other people are really powerless to resist.
God is not evil but allows us, his literal spirit children, to choose for ourselves between good and evil and to reap the consequences thereof.
Our problem is there are people at all levels of society who choose to do this evil of starving our little ones or there are people who turn a blind eye to what they really could do to make a difference.
God would cease to be God if he interfered with our freedom to make choices. He does allow the consequences of these choices to happen. You must look at this situation in an eternal perspsective and understand there is a resurrection( a reuniting of the spirit and body sometime after death into a perfect incorruptable immortal body) provided by Jesus Christ and that every human being that ever lived on this earth will be resurrected and judged according to the choices they made and the obedience they did or did not give to God. Those who did evil and did not change their ways and make reparation in this life for what they did will receive their reward and those who did good and turned away from their evil practices will get their reward also.
This is why God lets all of these bad things happen. In a nutshell think resurrection and Gods judgement. Every one will get what they deserve.
Thank you for asking.
Feel free to write if you have any other questions.
ps-you're right about the land and how much it can produce. I have heard it said that if the entire earth were properly cultivated and managed it could feed at least 200 billion people.

I believe that if there wasn't so much corruption in charity groups and the governments over these kids, American families would be much more likely to help these kids! It's just that if they are not right in front of you, you tend to either forget about it, or it doesn't seem real. It is sad though...

gov't in places like Africa are corrupt and don't take care of the people that do not support them, rich countries feel that if it's not their problem why help them at all, non rainy seasons kills their crops and people are unable to provide for themselves. there are many reasons why so many children starve to death it's kind of difficult to point the finger on every single one of them.

it is a matter of supply and demand, especially the 'corporate world ,which seems to have the edge when it comes to marketing. there is enough for everyone, it is amatter of getting the foods to all who need it.
