Well, it really depends if you already know her but from the question I am thinking you want to ask a girl out that you don't really know. This is what you do, go up to her and start talking to her. Ask her a general question like the weather question but don't ask the weather question. Say if you are in a club, ask her how she is enjoying herself or if you are in a coffee shop, ask her how she likes the coffee shop or her drink. Don't ask a closed ended questions that requires a yes or no but a question she can tell you information in detail. You looking for how much she talks with her and if she is looking at you. This will let you know if she is interested or finds you at least worth her time to talk to. You more than likely took her by surprise by even talking to her so she probably won't know what to say after answering your question so you should come up with another question to keep the conversation going. This is when you tell her she sounds interesting and you would like to sit and talk further or you ask her to dance. Just find things to talk about. If you can't have a conversation with her then you won't have to good relationship with her any how. Then you just ask her if she wants to go out with you Friday night, possibly dinner and a movie or go bowling.

Just ask...make it something casual for a first date, especially if you are nervous...ask her out for a cup of coffee/soda...that way if things don't go well, it's easy enough for either of you to excuse yourself w/o having to wait a long while...when the date is for a meal, there's a bit more of a polite obligation to hang around longer...go for it...you've got nothing to lose...good luck!
