There are two people wearing blue shirts. One is dark blue and one is light blue. I want the light blue to match the color of the dark blue. How do I do that?

take a sample of the blue shirt and paint the light blue one with it.

:) ok, open the image, use magic wand to select the blue color u want, then u can use:
1- Image menu>>adjusment>>levels
2- Image menu>>adjusment>>color balance
3- Image menu>>adjusment>>replace color.

you could try using the lasso toolaround the shirt and changing the hue, but its not a very good way oh doing it. you might be abke to get close]
