Yes. It was Ed Gein but they also based parts of the movie "Texas Chainsaw Massacre" on him as well. The part about making masks and stuff from dead people's flesh. Only he made lamp shades and a whole human outfit with a clitoris and everything.

Norman Bates was based on real-life killer Ed Gein...very creepy man!
