Two answers:
1. Yes, some cats are capable of making sounds similar to a spoken word. I had a siamese cat who said, "wanna go out," when it wanted to go out.
2. No, the sound the cat made did not have the same meaning to the cat as it did to me. Whatever it meant to the cat, it did not have the same meanining as the human vocabulary. It made a sound and I reacted. With repitition, the cat learned that if it repeated the sound, I would likely get up and open the door. If it had meaning to the cat it might just as well meant. "Let me out or I'll poop on the rug!" or, "I'll keep on making this noise until you throw me out!" or, "Either feed me or let me out! Don't just sit there looking at that stupid box!" or who knows what.

Well, they can't speak words. But they can vocalize, in "meow:" and body language. I know by it's tone of meow what my cat wants. If he wants to go outside, eat, or just wants to be pettted or left alone.
Animals aren't as stupid as people think. However, most people are as stupid as I think they are. (That wasn't directed at you.)
P.S. I like EARL E MORNINGWOOD's answer...funny

No but cat have their own language. At night.. you can hear the different intonations in their "meowing" so that they almost sound like they are having a conversation... Weird though...

No, not likely. However, my cat Dopey he "talks" all the time. He even says the blessing with my husband and I at the dinner table. He's truly unique.

I have that cat that when he meow's it sounds like he is saying mama. He does not meow very often, but when he does I know he is calling me.

no but all animals make their own particular type of vocal sound to communicate with others of their species
We just get used to hearing the sounds that our pets make and associate it with certain things. The pets learn to do the same
so we do actually communicate with our pets at some basic level

They can talk...you just need to learn how to interpret their language. Check out some feline behavior books or websites.
