Should you see what happens and then after the 3rd time, say something. Or just nip it in the bud and report his @#$ ? When is it harassment?

Have you already talked to the person about it? Simply take that person aside and say something like, "Hey, , I noticed that earlier when we were talking you touched me. I appreciate your friendly attitude, but I am uncomfortable with being touched like that. I also feel that you stand too close to me. I would feel more comfortable if you didn't come within 2 feet of me and if you wouldn't touch me at work. Would you please stop?" It's entirely possible that this behavior is simply the way that the person is expressing collegiality towards you, and he/she may not realize that it makes you uncomfortable. Being direct and stating exactly what behavior you don't like, as well as what behavior you would prefer, will leave nothing up in the air.

Assuming that you have already talked to the person about it and directly asked him/her to stop, and you feel that your discomfort is affecting your work performance, mention it to a supervisor or HR.

It's harassment the first time.. I'd nip it now, before he goes too far and does something really bad to you.. As far as when to go to HR at work.... Make it easy on yourself and email them, and ask them when an appropriate time would be..

If you had already told the person, to stop and you don't like their action towards you, and they continue. Go to hr right away, but first give that person a chance.

After you say stop the first time. If you let it happen more than once then your sending a message that you won't tell. Don't let someone bully you.
