I also wanted to add, the dog standing over is the female puppy (shes 5 yrs now) of the one (male) she stands over. And she also likes to lean or sit on us (thought I'd add that, in case it was some way related). Thanks.

It may not seem like dominance to you because you may be used to the human term of dominance as being aggressive.
In the animal world it does not have to be an aggressive act to show dominance There is always a dominant Alpha and submissive beta. When the dog stands over the other dog it is a dominant stance. If the other dog does not react it signifies that the dog that is laying down recognizes the other dog as the Alpha in their pack.
MODIFIED AFTER YOUR ADDITION:
Do not let the puppy stand over you. She is testing her dominance. It may be cute to you now, but later there can be issues. Dogs are pack animals, and they consider everyone in your household to be part of that pack. As such, everyone has a place in the pack and they will constantly test you and try to work their way up to alpha.

That is a show of dominance. There doesn't have to be aggression to be dominant.. The dog lying down is probably the more submissive one and the one on top is the "alpha" During my dog training the trainer told me that everyonce in a while I should get my dog to lay down and then stand over top of it, just like yours is doing, to reassure my place as alpha in the pack.

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/0a3Mv
If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

LOL!!! One of my female greyhounds will do this. It's usually a quiet dominance thing in my house. My dog wants the blankie that the other dog is laying on and she will stand there until the other dog gets tired of it and moves. LOL!!! She's a brat, too!

The one standing over is protecting. And letting everyone know that is around she is protecting the sleeping dog. My two dogs do the same thing. It's the younger that will stand over the older one. They lay up against each other all the time too. They love each other it sounds like.

My 1.5 year old female golden/terrier mix will do this to my 11 year old, male, Golden Retriever. Like you said, it is a quiet dominance. I just witnesses her doing this to him right after she was licking his ears ( this is a sign to say "you're part of my pack"). My Lucy is a brat too! But we love her to pieces! She is definitely the Alpha dog in the house

to show dominance. A wolf will do the same thing because dogs and wolves are close relatives.

Sounds like dominance to me. My female does that to my male and he knows who is boss. OR maybe she wants him to get his lazy butt up and play with her!
