because you just brushed your teeth with toothpaste, and the substance is still there even though you've gargled and everything....i used to wonder the same thing until my cousin told me what to do....after you brush your teeth and gargle, spit, and everything....use the toothbrush (no toothpaste), and rebrush your teeth....you will see the foam in your mouth....spit it out, and gargle again......this will help take most of the toothpaste out....hope this helps!
