Are you sure that the action is FRAUD or is it ABUSE? There is a DIFFERENCE.

ABUSE - Having a valid, legitimate claim, but later on, taking advantage, or "milking it" for more benefits.

FRAUD - making a false statement to intentionally mislead the other side into accepting your claim and / or paying benefits that you would not have been ordinarly entitled-to HAD THEY known BEFOREHAND about the misrepresentation. In other words, cheating to get benefits.

Your question appears to be a moral one.
IF you take a religous approach, then the answer would be "yes", as it violates 1 of the 10 commandments. IF you take an "eye-for-an-eye" approach, then some may say "no" it would not be a sin.
The reality is that it all comes down to what YOU feel.

Well, fraud increases the premiums that everyone has to pay, so essentially you are stealing money from your neighbor's pocket.
