Because they think they do. Or they just read the first part and any additional info (many times where the real question is) is ignored.
And then there is my personal favorite those who answer questions with authority on a topic they know nothing about.

Is that supposed to mean why do people give answers with which you disagree, or is it supposed to mean you don't comprehend the answers?

I do not understand the ones that go like "Atheists: Why don't you believe in god / allah / creationism / etcetera?"
And then they pick the answer that goes "God did it! Praise Jesus! Muhammad (peace be upon him)! Atheists are going to hell! I have an affair with Jesus!"
They weren't even interested in what atheists had to say. Strange people, huh?
