God actually; and you can't argue this especially if you believe in predestination. See, if you believe the story of Creation, you must understand that God placed the forbidden apple tree in the Garden of Eden. You must also understand that God knew, even before it happened, that Eve then Adam would partake of the forbidden fruit (God is perfect, thus making him omnipotent). Logically then, God created us to be inherently evil, and though it can be argued that they had free-will (i.e. they had been told not to eat of that tree), God still knew they would, before he even created them or told them of the tree.
We're sinners not on our own account (this is very Calvinistic which is funny because I agree much more with Arminianism and his discredit to predestination).

The fall of Adam. Eating of the tree of knowledge of good and evil gave them free will and an ablility to tell bad from good.

everyone and everything sins it is because if we were sinless than the earth would be perfect and that is not how God created and if we did not sin then Jesus Christ would have never existed because he would not have to die on the cross for our sins because their were no sins to die for but he did die for our sins because God made it so we do sin but he forgives us.
