I am assuming your spoken English since you used the word "fluent".
1. You must speak a lot and be willing to make mistakes. Children learn English faster than adults because they are willing to make mistakes. Adults are too proud. You must be willing to "lose face" by making mistakes. As you learn from your mistakes, you will get better.
2. To lessen your accent, work on training your mouth muscles. English tongue twisters are one way to help you train your mouth. Here is a website with a good list:

3. Work on pronunciation contrasts, which is what a tongue twister does. You can focus on ones that you have trouble with because of your native language. Here's a list of minimal pairs that help you to work on these contrasts:

4. My guess is you probably listen to or watch a lot of English radio, TV, and/or movies. Your listening is actually probably pretty good and you're able to hear good English. The problem is producing it. So buy a tape recorder and record yourself reading a passage of English. Then rewind the tape and listen to yourself speaking. You'll be able to hear your own mistakes and begin correcting them.
5. Focus on the usage of words. Many non-native English speakers simply use words like they would in their own language, not knowing that usage can be extremely different.
6. Choose either the British or American accent and usage and stick with it. They are very different. Accent and usage can be confusing, so stick with just one.
7. Practice, practice, practice. It takes time, but your hard work will eventually pay off.

Have command over the language?
I think you should try to speak English and/or type it as often as you can. Read books too, I'm sure you'll pick up stuff from books and TV, Charlize Theron learned English from watching TV. I had no idea that English wasn't her first language.

Talk to people who speak English well. Watch documentaries on a subject you enjoy. Go to places where there are a lot of people talking and listen. You will pick up proper grammar, but also street slang and how communication is used in English.

English is not learnt in a day . Try to be in an Atmosphere of total english.
Try to speak in english in front of mirrors . and for extra help there a coaching institutes

have friend speak more fluent english than u do.

Read a lot. Go to sites like ShortNews.com and this one and post intelligent posts. Use the spell checker and maybe if you have one a grammar checker in Word. It's like anything else, practice helps.

Read newspapers everyday. Learn 5 new word a day, and frame sentences for those. try to use them in ur daily conversation.
