Anything that occurs in all cultures without pressure or prompting is natural. For instance, it's natural to be protective of children. It's natural to become interested in sex. It's natural to be alarmed at loud noises. So masturbation is certainly natural.
Whether it is immoral (wrong) is a much trickier question. Does your church or culture consider it offensive to God or society? Does you system of heath consider it harmful? The answer will vary from person to person, depending on their culture, their faith, and so on.
