Um... I don't think we want either coming into the USA.
And it's both... depends on what you are talking about.
"Ill eagles" works if you are a bird specialist trying to save the eagle race.
"Illegals" fits if you want to discuss the many aliens that come here by swimming up the Gulf (and other means)

illegals = unlawful, folks that don't follow the rules....
