Well, this all depends on the "sex" one is having.. If you are having sex with a partner and enjoying yourself and have a wonderful climax - the body releases hormones that can give you a feeling of calmness or satisfaction. It is very pleasurable. BUT!! if you have sex with an unknown partner and you don't protect yourself with a condom it can be extremely troubling afterwards. You can worry about sexually transmitted diseases, unwanted pregnancy and even HIV or Hepatitis C. So, it is important to choose the kind of "sex" you are willing to participate in to get those feelings of "peace of mind".

Well, coming at the question from the opposite direction, I can say that involuntary "non-participation" in sex--that is, inability to find a willing partner, definitely produces a very NON-PEACEFUL state of mind.
Supposedly, though, there are people who use special techniques to make celibacy tolerable.
This requires a lot of meditation, a non-Western, peaceful lifestyle, communing with Nature, vegetarianism,prayer, and deep breathing practices.
Masturbation removes most of the stress that Nature builds in, to push us towards procreative practices. But, it's not quite as good, to be "doing it by yourself".
But, if your question is whether sex leads to any kind of permanent "higher consciousness", or blissful state, no. Sex is just a temporary relaxation, and then you go back out into the rat race and your brain gets fried up again.

Endorphins produced during sex will cause a relaxing feeling, related to a "peace of mind" euphoria ... also, endorphins are strong painkillers, so they can reduce the effects caused by headaches ... another way to get "peace of mind."

I've read and heard from people before that the endorphins released during sex can relieve a headache.
I don't know if that's true or if that's just some men trying to eliminate a woman's excuse of "...not tonight, honey, I have a headache..."

No but having sex produces lots of brain endorfins...so it produces a claming effect afterwards.
