I have this problem...and you have a couple of options.

1. waxing/sugaring - I get this done...major ouch factor. I'm used to it because I've been getting it done for YEARS! They apply the wax to your face while it is warm with a wooden popsicle stick. Then they place a piece of cloth over the area and rip the opposite direction of the way the applied it to your face. I have a LOT of hair on my face and this get's most of it and it stays gone for a few weeks (less for me but again, I've got a serious problem). Sugaring is the exact same process but using honey, lemon and raw melted sugar instead of wax in case you are allergic to the chemicals or certain types of wax. It's hard to find someone who knows how to do it.
2. tweezing - I use this in-between waxes because it's not good for your sking to was too often. It is good because if you only have a few hairs you can take care of them yourself and not pay to get them taken care of...again ouch factor is pretty high but not as bad as waxing because so many are not being taken out at the same time. The bad side is that they grow back thicker and it takes a longer time to pluck out each one.

3. Electrolysis - Never had this done, it's a great deal costlier than the other two options and if you have darker skin can cause scarring. Have them check a patch under your chin and see your reaction. This will kill the hair folicle and hair can no longer grow as opposed to simply plucking it from the roots. Ouch factor is more like a small pinch takes a long time to target each folicle so you have to get it done in sections.

4. Laser Hair Removal - Biggest ouch factor is your wallet. It is the most expensive of all. It is painless and can cause scarring, again check with a small patch prior to undergoing the whole face.

5. I've left the one I dislike the most for close to last and that is Hair Removal Products - My hair is really tough and I have alot of it under my chin...so I put this stuff on my face and it kinda burns/dissolves the hair. There isn't too much of an ouch factor except for a slight itching/burning sensation for 10-15 minutes (more like 20-30 for my hair). Then it doesn't get it all off or only take off a portion of the tough hairs. If you do it again you can get a rash or damage your skin and get kind of a red sunburn looking patch wherever you put it. You can try milder ones, but for me they all irritate my skin.

6. Threading - I've never tried it but it's similar to plucking and you have to find a professional who knows how to do it. They take a thread wrap it around the individual hair and pluck it out. The good thing is it's really fast (hence the need for someone who knows how to do it) and doesn't require stuff on your face like wax.

7. Oral medication - They are currently testing products but I'm a little concerned that it could cause a problem for other hair...I would hate to go bald trying to get rid of some unwanted chin hair...

Hope it helps, I have dealt with this since my childhood and it's a humiliating, frustrating problem. Let me know if you need anything.

There are hair removal products available over the counter. See your local pharmacist. For extreme cases get electrolysis done. This is available at your local beauty parlor.
