The Catholic priests reads a Gospel reading at every mass. In the absence of a a lector, the priest will also read at least one addition reading, prior to the Gospel. many of the prayers and Psalsm used at mass come from the Bible as well.

As far as the sermon goes, it is the job of a priest to teach. He will often preach about the Gospel, which he will have just read, and try impart ways in which it's wisdom can be applied to today's situations.

I would imagine many of the sermons today sound very much like those proclaimed even from the beginning. That's because all these clergy are working from the same Holy Scriptures, deriving from them the same Holy Truths - which are as True today as they were when they were written.

The Truths have remained the same over time. Hoever, there is always a new generation to which these Truths must be taught.

A Catholic Priest is required to pray the Bible 5 times a day. It is called the Liturgy of the Hours. You can see part of it at http://www.universalis.com

The Mass, not just the bible readings, is pulled from scripture or based on it. The homily (which is not the same thing as a sermon) is required to be on the scripture readings of the day.

The "dictation" which is not what you think, is because the priest believes in ONE FAITH. That is why catholic priests (ideally) will have similar homilies as the Pope. They have the same faith. Also the priest is seen as an extension of the Bishop (who has the fullness of Holy Orders) not an extension of the Pope. The local Bishop is the one who has the right to "dictate" specific content in the homilies. The Pope's ability to "dictate" the content of homilies is severely limited. The local priest has not "sworn a oath of loyalty" to the Pope but rather to the local Bishop and to the Catholic Church.

Last time I checked a Catholic priest's homily (their word for sermon) is not written for him by anyone. A homily is meant to be a "living commentary" on the word of God - an attempt to make the Scriptures come alive in the hearts of minds of the faithful who hear it. As with sermons, some are better and more meaningful and more relevant than others, but it is not accurate to say that they are written for the priest.

BTW, Catholics do read from the Bible - or, more precisely, from a lectionary that contains readings from the Bible.

I went to daily Mass last night and my priest read from the Bible, straight from the Gospel. Something tells me you've never attended Mass and you have no understanding of the Catholic faith.
