I wanted to get blonde highlights I was wondering if it will look bad b/c i dont want it to look nasty (blonde and almost black)? I think the dark brown #4 will eventually get lighter but i just wanted to know if anyone knows about hair color, by the way when they dyed my hair it left dark spots on my skin "tips please on how to remove"

Of coarse you can get blonde highlights with dark hair. It is a dramatic look but by no means is it a nasty look. The current trend is very dark hair underneath, medium through the top and bold blonde highlights. That looks awesome and also makes the hair look fuller.
As for the dark spots on the skin they will wear off in a day or 2. The skin is just stained. Its nothing to worry about.

If your hair is really dark, it will take a couple of process to get it blonde or get bonde highlights. The dark spots are probably dye, just wash off. if the area get red and and turns into a rash, contact your doctor ASAP.

Use dirty blonde for the highlights. When you dye your hair, before the dye has a chance to set, you need to get it all off of your skin, before it dyes that too.

You can get a hair color remover for the skin at a beauty supply store.

use a 5 or 6 lever hair colour for highlights
