Some breeds are born with the ability to swim, yes. The knowledge that they can swim, probably not. If they've never encountered water before, they aren't going to know that they can. Never throw or force into the water a dog that does not know how to swim. If you rush him he may panic. Once your pup is afraid of the water your job will be much harder. Occasionally a young dog will wade right in and go, but most need a gentle introduction and some encouragement to swim.
The breeds that CANNOT swim, are:
Greyhounds
French Bulldogs
Pugs
Basset Hounds

There may be more breeds that fit under that category, but those are the ones I can remember.

Kicking and paddling are natural instincts, swimming is not. Some dogs panic so much in the water that the more they kick and paddle, the faster they sink! Some dogs do swim naturally, I have one Pomeranian that loves the water. He loves to retrieve toys from the pool, it is so cute!! But I have two others that would never willingly get in the water, and one that I have actually been trying (with some success, I might add) to teach to swim. He used to be terrified of the water and would kick so hard, but get nowhere. So, no, swimming is not natural for all dogs. But most can be taught if you desire.

Not all dogs! English bulldogs absolutely cannot swim. Their head and body mass are too much for their small legs to keep afloat, and they will sink to the bottom. They can't doggy paddle like all the other cool dogs!

Not all dogs know how to swim and some dogs don't like the water at all.

My Siberian Husky hates the water - Her bath time is no fun for either of us!

Yes, have you ever noticed if you hold a dog over water (not in) they paddle theor legs as if they are in the water. (Even in a bathtub.) I'm pretty sure they know they have to move those legs when they are around a big body of water.

I think it's an instinct type thing. Like when cats fall or jump, always landing on their feet. I think the answer is yes!
