(assuming you are working on a PC).
It can spell check your document, which many people on Yahoo!Answers fail to do.
Then there is Smart Publisher:

Which probably cost a whole lot more than MS Office.
Other options are Adobe Publisher or Adobe Acrobat, or Quark.
If that doesn't work then put in a call to a local small newspaper like the "Penny Saver" and ask them what computer programs they use.

Microsoft Publisher is a great, easy to use program that will help with newspaper layout, as well as marketing. If you plan on e-mailing the paper you also might want to create PDF files. Try any of the programs on www.software995.com. It is free to download, and will work free... but to register is only about $10. Check it out.

Depending on your budget you may want to go with MS Publisher... or you could go with Adobe InDesign (more expensive)... the best is generally thought to be Quark - but it is the most expensive. Publisher could probably get you going.
