You need to use logical or natural consequence. Make sure she is wearing clothing that she can easily take on and off by herself. Put her in underwear. When she pees her pants, hold her fully responsible. Say "It looks like you need to change." Say nothing more than that. She has to clean the wet underwear, put them and the wet clothes in the laundry, wipe, put on clean underwear and clothing, clean up any wet area. She will soon find it is easier to use the bathroom. Good luck!

Keep trying everything, but the most important thing if nothing works is keep on making her feel loved. She WILL grow out of it eventually.
Abraham Lincoln told this story once: " A king called for his wise men one day and presented a puzzle to them. He asked them to come up with a single phrase that would always be right and true of any and every situation in life. After three days the wise men returned and gave the answer to his puzzle. The phrase: This too shall pass!"

Don't go back to pull ups unless you are going out somewhere. Chances are she is just getting busy and not noticing she has to go until it is too late. Set up a routine of having her try to go ever 30-45 min even if she doesnt think she does. Just be patient she will get it eventually ..... everyone does.

I would try diapers again, if you think the point will be gotten by her about her not acting like a big girl, so she has to go back to them.
or I would try pull-ups again.
and I would try to put her on a schedule where you can pretty much know when she should need to go, so you can be ready.

Try having her rinse out the undies and put them in the washer. If she is the one that has to clean up after herself, she might decide that it is to much work and easier to go in the toliet.

Don't let her change her pants. She might not care at first; but after many hours, she'll start to chafe. Then when she cries, yell at her. Say things like " that's what you deserve, you nasty little dirtbag!" She'll eventually get the hint.

Try lighting a candle then telling her that she gets to blow it out everytime she pees in the toilet. Hope it works. Let me know if it does.

make her change her own clothes before she can play again. or have her sit in timeout time. or everytime you have to change her wet clothes point a finger in her face and tell her that's a nono. and smack her naked butt. she won't like that and will try not to pee in her pants.
