The US did have a huge drougt during this time period and I am sure that written records were difficult at best to maintain. Like much of our history, things are lost. Did you need this for some particular reason? You could contact the National Weather Bureau and perhaps there would be more information to help you resolve your questions.

What would they have used to measure it with? Thermometers were barely invented then (1592, I think Galileo made the first crude one.)
