Portugal was neutral through most of the war, entering on the side of the allies only about 1944. As such, Portugal like Spain was able to act as a conduit where the warring factions could pass diplomatic exchanges back and forth. As such, it was also the scene of a lot of mischief by various secret agents.

Portugal was like Sweden and Switzerland, they were neutral. Both Allies and Axis had a presence there but on non-beligerant terms. It was an embarcation point for European refugees and a supply and recreation point for the Axis navy, much as we used Hong Kong during the Vietnam war. Spies were thick as flies there. Allied spies wanted fresh information on the German activity. German spies wanted fresh information on what was going on inside Germany from those relieved souls who finally felt safe and free and more than happy to talk of the troubles they've seen. Spain was Portugal's buffer against invasion by Germany, but Spain was indebted to Germany for helping them depose their king. If I had to live in Europe during WWII but could chose where I lived, Portugal would be at the top of a very, very short list. Sweden had the Germans on one side and the Finns who were engaging the Russians on the other. Switzerland was a quiet puppy cowering quietly in big middle, safe as long as German generals could go there for quiet vacations and quietly make bank deposits with their ill-gotten gains. The Vatican was a pestulent pimple (in Nazi perception) that can be conveniently popped at a time of their own pleasing, so it was an inconsequential thing. Vichy France was a client state willing to do anything Germany said as long as Germany let them at least act like Frenchmen. Portugual was a fortuitous place during that war.
