Lewes, Delaware, or Bethany Beach, Delaware (choose your hotel wisely though as parts of Bethany Beach are becoming overcrowded). Both are a little quieter than some of the neighboring towns, have smooth sandy beaches (not rocky) and lots of selections for nightlife, dining and shopping.

Virginia Beach, VA can be nice but gets very crowded in the summertime; if your plans are flexible, go to Virginia Beach in early September. There'll still be plenty of people around for it to be a lively resort town but the mass crowds will be gone.

Avoid Ocean City, MD at all costs!!! The beaches are decent, nice and sandy, but often dirty, especially in the late afternoons or on peak weekends. It's overbuilt, overcrowded and overpriced. Traffic down the Coastal Highway (the main drag there) is sto-and-go most of the time, and there's long lines to be seated at any of the decent restaurants. It's too bad, too; I used to love Ocean City but stopped going because the crowds are just too much to deal with. You should be able to spread out and stretch on your beach-blanket, not be packed in like sardines!

Ocean City, MD, Rehoboth, DE, Bethany Beach, DE,, Dewey Beach, DE. Once you cross the Bay Bridge in MD, you are close to very nice beaches on the eastern shore of MD and Delaware. Delaware has no sales tax so everything is cheaper there, too.

There are no beaches within an hours drive of Washington, D.C. Access to all beaches is via private car - I know of no public trans to the beaches.

Rehoboth Beach in Delaware is my personal favorite. While you're there check out Go Fish, a British fish 'n' chips shop where the food is out of this world.

there's sandy point state park in anne arundel county off route 50, the last exit before the bay bridge. it has a nice beach for those who don't want to drive all the way to the atlantic ocean.

Deleware has the nicest ones nearby. Dewey in probably the most popular.
