The biggest importance is that if the oven is preheated, then your food is cooking evenly the entire time. This is especially important with cakes or cookies or things that depend so fully on a specific amount of time at a specific temperature.

If you're just baking a casserole or heating something up, it isn't as important, because the quality of the end product doesn't depend quite as heavily on those factors.

Well I think its so that the oven can get to the right temperature that the thing your baking is supposed to be cooked at.

when you bake food, the timing and tempurature needs to be consistant. with cookies, lets say you preheat the oven to 360 degrees the cookies should bake for 12-15 minutes. you need to then let them cool. with broiling the meals are normally meats so it doesnt really matter about cooking it to warm up and adjust to the top tempurature.
