Just say "sorry, I can't concentrate with you there, I'll be out in a second" or ignore them. Its very rude of them and most people understand that people prefer the illusion of privacy even in a public loo

Personally, I would either start barking like a dog, or meowing like a cat. Everytime they say something to you, either bark or meow and it will either confuse them or weird them out enough that they will eventually stop talking. Don't be afraid to mix and match the bark and the meow either, confusion might come faster if you do this.

Etiquette is thrown out the door when others are not participating. He is not considering your comforts while you cleanse your bowels.. do dont worry about offending him/her.

"Hey, how are you?"
"uh, fine...."
"What are you going to do tonight?"
"Uh...."
"Listen, honey- l need to call you later. Some person in the stall next to me keeps talking."
