This is probably something that should be mentioned to his doctor. It could be pica, which is a disorder in which the person eats non-nutritious items regularly over a month or longer (like dirt, paper, cloth...). It is true that young children and babies explore with their mouths, but usually they don't purposely swallow things or consistently eat the same thing like that.

No its just something to do and is new to him. And its not healthy. I would stop him from doing this ASAP. Put a pair of child's under ware over the diaper so he can't get to the diaper to rip it. Also, make sure that the diaper is kept changed frequently so he doesn't eat the diaper with pee in it.

Try giving him vitamins so just in case he is lacking something you can supplement it.

Sorry to disappoint you, this is a child and they just do stuff like that especially since these bands are coloured and he is attracted to the colour, I would suggest putting a pair of shorts over the nappy it will eventually break the habit

Toddlers put anything in their mouths. Diapers are one I haven't heard before, but hey, its available to him in large quantities! I'm sure his mom is trying to make sure he doesn't swallow the pieces, if she is in a jam, tell her to try putting underware over the diapers when he isn't supervised.
