They don't make it harder for Eastern Europeans than many other nations, but some few nations (including much of Western Europe) DO have an easier access. This is based upon the risk of visa violations. It is believed that residents of Norway, for example, are much less likely to overstay their visas than a resident of Bosnia, for example. But it isn't specific to Eastern Europe. Most of the world falls into the same category.

Although I am not an expert on immigration law, I do not believe that the United States makes it more difficult to immigrant from any specific country or region. As far as I know immigration laws are standardized. However there are an overwhelming number of Mexican nationals and illegals in the country, this is due to their advantage of proximity. In short european and asian immigrants cannot just sneak over the mexican or canadian borders to enter the country.

Most likely because a number of Eastern European countries are unstable, some harbor terrorist groups, and the people traveling to the USA from those countries for the most part have no financial reason to RETURN to their country, so they are a risk to immigration as they might decide to stay here without going through the proper channels.

It's not that they make it more difficult, it's all based on quotas. The more that apply from a country the harder to get a visa. There are only so many allotted.

The idea of quotas only applies to immigration, not to visitors.
