Spammers are annoying people. They just don't take no for an answer and they don't know when to stop and how much is too much.
But they might be just like any other person doing his job. So, in this case, blame the boss.

It's all a matter of Greed and corruption. Disrespect for the laws. They just take a chance they won't get caught and have to pay millions in fines. Trouble is the big ones are the most sought after by the government.
