I mean, some of the kids I see riding horses and causing a commotion on the roads. It's dangerous. Are there no laws governing this?

there is a test you can take as ahorse-rider to go on roads but its not something you HAVE to do. Kids should not be on a road riding without an adult rider to supervise. It's as dangerous as letting a kid cycle on the road withpout an adult and passing their cycling proficiency test!

Theres a lower age limit, but the parents are supposed to enforce it. Most parents are legally responsible for their kids ponies and don't even know it. In many cases kids are more knowledgeable and responsible then the adults. Under 16's cannot legally be held responsible for an animal and are not supposed to be left in charge of them without adult supervision. There is a road safety test but the last I heard it was voluntary.
Many kids train their own ponies and compete succesfully; the kids who are causing the problems round your way are not knowledgeable or responsible and would be causing trouble with bikes or whatever if they didn't have ponies.

Because not too many people run over others or get in an accidents with horses that it does not require the same law as driving a car.

Unfortunately, there are laws on the books for riding on public highways. But, like most 17 year old kids, people just ignore the laws and do what they please. Only when a tragic accident happens will the law be defended, the children's families be sued, and---hopefully---no one will be killed.

i suppose your town should have certain rules about horses and where they can and cannot go. if i were you, and I'm only thinking of the horses safety...not the idiots on the horses...id contact my local sheriff department or police department and ask what the laws are in your town.

No because i tried to get away wit a few offences using the excuse it had 200 horsepower but it didn't wash with the coppers.

I mean you don't need a license to walk a dog and some of the people who walk them behave dangerously and allow the dogs to as well.

i dont get it we see horses everyday in texas......i guess thats why theres no commotion over it..
