Yes. In the U.S. it's usually done for publicity, or as assistance for someone producing a documentary. Media and columnists basically. If you've got the money however, you could also go to Russia. (no joke) After communisms fell, and their military budget vanished, Soviet Pilots began forming companies that will, for a price, Take you up in a Mig-29 Fulcrum. It's expensive, but I've heard pretty cool. The fulcrum's able to so high, that one can see Earth's curve, and the daytime sky turns black.
Word of caution: This IS a soviet aircraft. Fulcrum's are excellently designed, but being communist, the construction and maintenance was sloppy even before. Now, with no funding, it's anybody's guess how safe the ride's actually gonna be.

now is not a good idea to try due to the war but it can happen. with the war going on it is difficult to set things up like that check with a military base near you and find out how you can do a ride along. maybe even talk to a recruiter tell em you wanna join but first you wanna fly to make sure its what you want recruiters will do almost anything to get you recruited

Yes, journalists do it all the time. Or you can marry a pilot that has his/her own plane. I have a friend who did that and she flies with her air force pilot all the time. :o)
